1. THE CAF CONTINUES TO RESPOND TO THE CHALLENGES PRESENTED BY COVID-19. STRATEGIC AND OPERATIONAL PLANNING CONTINUES APACE TO MITIGATE IMPACTS BEING FELT BY OUR MEMBERS, THEIR FAMILIES, THE INSTITUTION, AND ON OPERATIONS ACROSS THE GLOBE. LEADERSHIP UNDERSTANDS THE ACTIVE POSTING SEASON (APS) IS A STRESS POINT FOR CAF MEMBERS AND THEIR FAMILIES AT THE BEST OF TIMES. THE ADDED UNCERTAINTY OF COVID 19 HAS NECESSITATED A REVIEW OF THE UPCOMING POSTING PLAN AND ITS EXECUTION

2. THIS CANFORGEN WILL PROVIDE CLARITY OF THE CAF S PLANS FOR EXECUTING APS 2020. MANY OF YOU WILL HAVE NOTED ALREADY THAT HOUSE HUNTING TRIPS HAVE BEEN PAUSED. THIS IS NECESSARY IN THE INTERESTS OF ALL CAF MEMBERS, THEIR FAMILIES, AND COMMUNITY SAFETY IN THESE UNPRECEDENTED TIMES. THIS DOES NOT MEAN THAT POSTINGS ARE CANCELLED NOR THAT THE POSTING SEASON WILL NOT OCCUR. TO MEET OUR INSTITUTIONAL AND YOUR PROFESSIONAL NEEDS BOTH FOR THE CURRENT AND FUTURE ENVIRONMENT, WE MUST CONTINUE TO PUT YOU, OUR VALUED CAF MEMBERS, IN LOCATIONS AND POSITIONS WHERE YOU ARE NEEDED SO THAT THE CAF MAY CONTINUE TO DELIVER EFFECTS FOR CANADA AND CANADIANS

3. TO THIS END, IT IS THE INTENTION OF THE CDS TO POST MEMBERS OF THE CAF IN ORDER TO MEET OPERATIONAL AND ONGOING CAF NEEDS. IT WILL NOT BE A TYPICAL YEAR AND THE NUMBER OF MOVES ASSOCIATED WITH POSTINGS WILL BE FEWER THAN NORMAL. PLANNING FOR POSTINGS, AND ESPECIALLY THOSE ORDERS THAT INVOLVE MOVES, WILL BE DONE DELIBERATELY AND IN FULL CONSIDERATION OF CAF AND MEMBERS NEEDS. WE WILL BE KEEPING YOU INFORMED AS THE SITUATION DEVELOPS AND POSTING SEASON BEGINS ANEW

4. THE FOLLOWING CLARIFYING INFORMATION AND DIRECTION IS PROVIDED FOR THE UPCOMING APS 2020 WITH CHANGE OF STRENGTH (COS) DATES OF 1 APRIL 2020 AND BEYOND:

a. FUTURE POSTING INSTRUCTIONS, FOR OTHER THAN SPECIFIC OPERATIONAL OR ESSENTIAL POSTS, WILL BE PAUSED UNTIL FURTHER NOTICE (NOT BEFORE 14 APRIL 2020). SENIOR LEADERSHIP WILL REVIEW THE PLOT AND ESTABLISH NEW PRIORITIES. THE OVERALL NUMBER OF POSTINGS INVOLVING MOVES WILL BE REDUCED WITH FOCUS BEING ON THE ONES ASSESSED AS CRITICAL TO CAF OPERATIONS AND THE INSTITUTIONS NEEDS. WE MUST BE PREPARED TO ADJUST AND ADAPT IN ORDER TO TAKE INTO ACCOUNT INDIVIDUAL CIRCUMSTANCES AND THE IMPACT OF COVID-19 ON THE APS THIS YEAR. IF YOU HAVE BEEN ADVISED THAT A POSTING IS PENDING AND YOU HAVE SPECIFIC REQUIREMENTS AND / OR CONCERNS, YOU MUST ADDRESS THESE WITH YOUR UNIT COMMANDERS AND CAREER MANAGER ASAP SO THAT LEADERSHIP IS AWARE AND ABLE TO INFLUENCE THE PLAN GOING FORWARD

b. MEMBERS WHO HAVE ALREADY RECEIVED A POSTING INSTRUCTION WITH A COS DATE THAT IS NOW APPROACHING AS WELL AS THOSE WHO HAVE COMPLETED THEIR HHT AND SECURED ACCOMMODATIONS AT THE NEW PLACE OF DUTY, WILL CONTINUE WITH THEIR RELOCATION AS PLANNED; THESE MOVES WILL BE CONSIDERED UNDERWAY. THE MOVE WILL CONTINUE WITHOUT RESTRICTIONS OTHER THAN THE MEMBERS REQUIREMENT TO ADHERE TO PROVINCIAL AND MUNICIPAL RESTRICTIONS AND REGULATIONS. FOR THOSE INDICATED ABOVE, WHOSE MOVE IS ALREADY UNDERWAY, FURTHER TO REF B, RELOCATION OF MEMBERS AND DEPENDENTS, AS PROMULGATED IN THE MEMBERS POSTING INSTRUCTION, IS DEEMED TO BE MISSION-ESSENTIAL. LOSING AND GAINING UNIT LEADERSHIP WILL ENSURE THE FOLLOWING IN ACCORDANCE WITH REF B:

(1) LOSING UNIT COMMANDING OFFICERS WILL GRANT AUTHORITY FOR POSTED MEMBER TO PROCEED WITH TRAVEL ASSOCIATED WITH THE POSTING MOVE AND WILL ADVISE THE GAINING UNIT COMMANDING OFFICER OF THE MEMBERS TRAVEL PLANS INCLUDING EXPECTED ARRIVAL DATE AT NEW LOCATION

(2) GAINING UNIT COMMANDING OFFICER WILL CONSEQUENTLY CONFIRM WITH THE LOSING UNIT THE ARRIVAL OF THE MEMBER ONCE THE MEMBER HAS SIGNALED THEIR ARRIVAL IN THE NEW LOCATION AND WILL PROVIDE SPECIFIC DETAILS TO INCOMING MEMBERS FOR REPORTING REQUIREMENTS RESPECTING COVID 19 RESTRICTIONS

c. IF YOU HAVE RECEIVED A POSTING INSTRUCTION THAT INVOLVES A COST MOVE OUT OF THE AREA, AND HAVE NOT YET CONDUCTED YOUR HHT, YOU ARE TO WAIT FOR FURTHER DIRECTION REGARDING AUTHORITY TO CONDUCT HHTS OR MAKE EXPENDITURES RELATED TO MOVING AS AMENDED REPORTING FOR DUTY DATES MAY OCCUR. THIS SUBSEQUENT DIRECTION WILL BE ISSUED IN THE COMING DAYS AND WEEKS DEPENDING ON PRIORITY OF MOVES

d. POSTING INSTRUCTIONS THAT DO NOT REQUIRE A COST MOVE WILL BE ISSUED IN DUE COURSE ONCE THE REVIEW OF THE OVERALL PLAN IS COMPLETE. WHILE THESE APPEAR SIMPLE TO EXECUTE, WE MUST ENSURE THAT WE DO NOT CREATE ANY UNACCEPTABLE GAPS IN ORGANIZATIONS THROUGH LOCAL POSTINGS

e. IF YOU HAVE RECEIVED AN OUTCAN SCREENING MESSAGE AND COMMENCED SCREENING, CONTINUE TO DO SO UNDERSTANDING THIS PROCESS IS SUBJECT TO SLOWER PACED ACTIVITY GIVEN THE CURRENT SITUATION. YOU SHOULD ALSO BE AWARE THAT ALL OUTCAN MOVES ARE SUBJECT TO REVIEW BY VCDS GIVEN THE IMPACTS OF COVID-19 ON MANY OF THE NATIONS WHERE OUR CAF MEMBERS WORK

f. IF YOU HAVE RECEIVED AN OUTCAN POSTING INSTRUCTION FOR A DP3 OR DP4 PROGRAM YOU ARE TO CONTACT YOUR CAREER MANAGER TO RECEIVE UPDATED INFORMATION RELATED TO ADVANCED TRAINING LIST PLANS. CURRENTLY NO OUTCAN DP MOVES ARE AUTHORIZED

g. IF YOU ARE A CAF MEMBER CURRENTLY POSTED OUTCAN AND HAVE RECEIVED A POSTING MESSAGE, YOU ARE TO PLAN TO REMAIN IN PLACE, IF SAFE TO DO SO, UNTIL SUCH TIME AS DIRECTION IS PASSED TO RELOCATE. NORMAL PROCEDURES FOR POSTINGS ARE NOT IN EFFECT AND DELIBERATE DECISIONS ARE FORTHCOMING FOR OUR MEMBERS AND THEIR FAMILIES WHO ARE CURRENTLY OUTCAN. YOUR MISSION, UNTIL FURTHER NOTICE, IS TO REMAIN IN PLACE, STAY SAFE, STAY HEALTHY, AND TAKE CARE OF YOURSELVES AND YOUR FAMILIES. YOU ARE ENCOURAGED TO KEEP CAF AUTHORITIES ADVISED OF YOUR PERSONAL CIRCUMSTANCES SO THAT ASSISTANCE, IF NEEDED, CAN BE MADE AVAILABLE

h. GAINING AND LOSING UNIT COMMANDING OFFICERS CAN NOW AUTHORIZE A REPORTING DATE 30 DAYS IN ADVANCE OF A COS DATE AND UP TO 90 (VICE 30) DAYS AFTER A COS DATE. AN ADDITIONAL 90 DAYS CAN NOW BE AUTHORIZED BY LOSING LEVEL ONE (L1) COMMANDERS FOR A MAX OF 180 DAYS AFTER A COS DATE. THERE IS NO NEED TO ADVISE CAREER MANAGERS (CM) OF THE MUTUALLY AGREED UPON REPORTING DATES WITHIN THE INITIAL 90 DAY WINDOW. CM SHOULD BE NOTIFIED IF A FURTHER 90 DAYS IS AUTHORIZED BY THE RESPECTIVE L1 COMMANDER. WHILE EFFORTS TO OBSERVE THE TRADITIONAL APS IN THE SUMMER MONTHS WILL REMAIN PREFERABLE, GAINING AND LOSING UNIT COMMANDING OFFICERS AND MEMBERS WHO ARE POSTED SHOULD ANTICIPATE DELAYS AND REMAIN FLEXIBLE REGARDING COS DATES. IT IS EXPECTED THAT APS 2020 WILL EXTEND WELL INTO THE FALL PERIOD AND POSSIBLY TO THE END OF THE CALENDAR YEAR

i. IMPOSED RESTRICTION (IR) WILL CONTINUE TO BE AUTHORIZED TO SUPPORT MEMBERS IAW REF C. THIS REMAINS OPEN TO THOSE WHO HAVE ALREADY RECEIVED ORDERS AND HAVE PLANNED MOVES BUT ARE NOW ADJUSTING THEIR PLANS DUE TO IMPACTS RELATED TO COVID-19

j. CONTINGENCY COST MOVES FOR PERSONAL REASONS, COMPASSIONATE STATUS AND COMPASSIONATE POSTING WILL CONTINUE TO BE AUTHORIZED IAW REF D. IT IS THE MEMBERS RESPONSIBILITY TO ENSURE THAT THE BGRS MEMBERS SECURE WEBSITE (MSW) REFLECTS THEIR CURRENT POSTING STATUS

k. AS WE AMEND THE POSTING PLAN WE WILL AIM TO PROTECT APS 2020 PROMOTION LISTS TO THE GREATEST EXTENT POSSIBLE AND WILL WORK TO IDENTIFY HOW THIS CAN BE ACHIEVED WHILE STILL MEETING OUR SERVICE REQUIREMENTS. EFFECTIVE DATES OF PROMOTION WILL CONTINUE TO BE ESTABLISHED 14 DAYS PRIOR TO THE COS DATE ON POSTING INSTRUCTIONS IAW REFS E, F, AND G

l. MEMBERS ARE REMINDED THAT YOU ARE NOT AUTHORIZED TO INCUR ANY MOVE COSTS WITHOUT A POSTING INSTRUCTION. THESE EXPENSES ARE NOT ELIGIBLE TO BE REIMBURSED

m. MEMBERS WHO ARE IN RECEIPT OF A POSTING INSTRUCTION WHO HAVE INCURRED RELOCATION EXPENSES AND, DUE TO CHANGES IN CIRCUMSTANCES, MAY CHOOSE TO MOVE UNACCOMPANIED OR WHOSE MOVE DOES NOT OCCUR FOR SERVICE REASONS, MUST SUBMIT YOUR REQUEST TO DCBA IN ORDER THAT RELOCATION EXPENSES BE COVERED

5. THE PLANNED COS DATES FOR 2020 WILL BE MID JULY TO MID AUGUST. WHILE JULY AND AUGUST ARE THE PREFERRED WINDOWS FOR POSTINGS AND ASSOCIATED MOVES, IT IS UNDERSTOOD THAT SOME REPORTING DATES AND MOVES MAY NOT OCCUR UNTIL WELL INTO THE FALL. OUR GOAL IS TO SUPPORT ALL MEMBERS AND FAMILIES NEEDS IN ORDER TO ENSURE FAMILY AND DEPENDANT STRESSORS ARE MINIMIZED

6. PRIORITIES FOR POSTINGS WILL BE ESTABLISHED BY RESPECTIVE L1 LEADERSHIP IN CONSULTATION WITH DGMC TEAMS. OUTCAN PRIORITIES WILL BE DETERMINED BY VCDS. REGARDLESS OF ALL MITIGATING ACTIONS BEING PLANNED FOR AND IMPLEMENTED BY THE CAF, MEMBERS SHOULD BE PREPARED FOR ADDITIONAL DELAYS WHICH MIGHT AFFECT MOVE DATES AND TIME TO DESTINATION DUE TO CONDITIONS OUTSIDE THE CONTROL OF THE CAF OR DND. THIS INCLUDES LIMITATIONS IMPOSED BY GOVERNMENTS, LIMITATIONS OF MOVING COMPANIES TO MEET DEMANDS, INTERNATIONAL RESTRICTIONS, INTERNAL MOVE SECTION CAPACITY GIVEN OTHER PRIORITIES IN SUPPORT OF OPERATIONS, ETC. BGRS, IN PARTICULAR, HAS INDICATED THAT THEY HAVE IMPLEMENTED THEIR OWN BUSINESS CONTINUITY PLAN AND THAT THEY WILL HAVE FEWER SUPPORT PERSONNEL AVAILABLE FOR THE NEXT FEW WEEKS. IN ALL SUCH CIRCUMSTANCES, REQUESTS FOR INCREASED PERIOD BETWEEN MOVE OUT AND MOVE IN AND INCREASED NEEDS FOR ACCOMMODATIONS WILL BE MANAGED BY DCBA WHOSE DUTY IT IS TO ENABLE MEMBERS TO HAVE AS STRESS FREE A MOVE AS FEASIBLE UNDER THE CIRCUMSTANCES

7. CDS PRIORITY IS TO ENSURE THAT THE POSTING SEASON IS ACHIEVED AS SEAMLESSLY AS POSSIBLE WHILE RESPECTING THE NEEDS OF OUR MEMBERS AND THEIR FAMILIES AND, IMPORTANTLY, ADDRESSING THE OPERATIONAL NEEDS OF THE CAF IN WHAT WILL BE A VERY CHALLENGING APS PERIOD. THIS IS ACHIEVABLE THROUGH DELIBERATE PLANNING, PROPER COMMUNICATION AND FULL COOPERATION OF ALL INVOLVED. WE APPRECIATE THE PATIENCE OF THE MEMBERS OF THE CAF AND THEIR FAMILIES AS WE MAKE THE FINAL ADJUSTMENTS TO THE APS PLAN

8. FROM NOW UNTIL OUR MEMBERS ARE IN THEIR NEW POSTS FOR APS 2020, DGMC WILL MAINTAIN COMMUNICATIONS WITH ALL PERSONNEL THROUGH NORMAL EMAIL MECHANISMS. ALL CAREER MANAGERS ARE ACCESSIBLE VIA DWAN EMAIL ACCOUNTS AND ARE ABLE TO RESPOND TO QUESTIONS AS NEEDED. CMP�S ADMINISTRATIVE RESPONSE CENTRE (ARC) IS READILY AVAILABLE TO PROVIDE SIMPLIFIED ACCESS TO CLARIFICATION AND INTERPRETATION OF CMP PERSONNEL POLICIES.
